Weihai Launches Ship Power High-Skilled Talent Cluster Training Program: A Guide for Foreign Founders

Weihai has launched a ship power high-skilled talent cluster training program and a carbon fiber engineer collaborative innovation center, with 8 industry-education integration projects signed. Foreign founders can leverage these initiatives for talent and innovation.

Weihai’s New Talent and Innovation Initiatives

On October 27, an event themed “Vocational Education Empowering the Deep Sea and Aerospace (Ship and Marine Engineering Equipment) Industry Chain” was held at Weihai Vocational College. The city launched a Ship Power High-Skilled Talent Cluster Training Program and the Shandong Carbon Fiber Engineer Collaborative Innovation Center. Eight industry-education integration projects were signed on-site, enabling students to enter the industry chain upon enrollment. For foreign founders operating in China, these developments signal opportunities to access skilled talent and collaborative innovation.

Ship Power Talent Cluster Training Program

The ship and marine engineering equipment industry chain is one of Weihai’s 12 signature industry chains. The training program is jointly participated by Weihai Vocational College, the China Association of the Shipbuilding Industry, and China State Shipbuilding Corporation Qingdao Beihai Shipbuilding Co., Ltd., among others. It aims to promote an integrated work-study talent training model, converting industry standards and enterprise resources into teaching standards and course resources. The program also coordinates teacher training, skills competitions, and research breakthroughs to connect talent cultivation with the industry chain.

Practical Implications for Foreign Founders

Foreign founders in shipbuilding, marine engineering, or related fields can benefit from a pipeline of skilled workers trained to industry standards. The program’s focus on aligning education with enterprise needs means new hires may require less onboarding and can contribute more quickly.

Eight Industry-Education Integration Projects Signed

At the event, eight industry-education integration projects were signed, covering order-based classes, co-built industry colleges, co-built training bases, and technical cooperation. Notable projects include a strategic industry-academia-research cooperation between Harbin Institute of Technology (Weihai) and Shandong Future Robot Co., Ltd., and a co-built industry college between Weihai Vocational College and Haomai Group Co., Ltd.

Deep-Sea Equipment and Talent Development

Yu Changli, deputy dean of the School of Ocean Engineering at Harbin Institute of Technology (Weihai), stated that the cooperation with Shandong Future Robot will focus on national deep-sea resource development needs, including the development of a 6000-meter-class “deep-sea mineral resource mining and transportation system” and the construction of a world-leading heavy deep-sea operation equipment production base. The school will also use this opportunity to improve the quality of ship and ocean engineering talent training, embedding the education chain in the industry chain to drive industrial upgrading.

Long-Term Collaboration with Haomai Group

Weihai Vocational College and Haomai Group have a cooperation history of over ten years. Liu Wenjie, dean of the School of Mechanical and Electrical Engineering at Weihai Vocational College, said the new agreement deepens and systematizes the cooperation, expanding beyond student internships to joint textbook development and co-building teaching and research platforms. Xu Ning, deputy director of the school-enterprise cooperation department at Haomai Group, noted that the industry-education integration model reduces talent training costs, provides students with solid professional foundations, and helps enterprises reserve management and high-skilled talent.

Shandong Carbon Fiber Engineer Collaborative Innovation Center

The Shandong Carbon Fiber Engineer Collaborative Innovation Center is led by Weihai Vocational College and jointly built with Weihai Guangwei Composites Co., Ltd., Shandong University, and Weihai Lingang New Material Industry Development Co., Ltd., among other leading enterprises and research institutions. The center aims to be a comprehensive innovation service platform integrating engineer talent cultivation, collaborative research on key industrial technologies, and public technical services. Cong Yingjiu, a member of the Party Committee and vice president of Weihai Vocational College, stated that the center will build a tiered talent training system linked with universities, research institutes, and leading enterprises, aligning course content with professional standards and teaching processes with production flows to dynamically match talent training with industry needs.

Additional Event Highlights

During the event, the deep-sea and aerospace (ship and marine engineering equipment) industry chain demand list and the supply list from colleges were released. A cross-chain integration and industry-talent integration matchmaking meeting was held, with experts giving keynote reports on industry chain development.
